The implementation of new Performance Budgeting functionality will enhance the Commonwealth’s ability to use strategic planning as the foundation for resource allocation decisions. Integrating the processes of strategic planning, budget development, and performance management will maximize program performance and provide a platform to discuss alternatives, risk factors, and future direction of proposed Commonwealth services and initiatives.

The Department of Planning and Budget and VEAP are ready to move forward with the implementation of a Performance Budgeting System (PBS) to further integrate strategic planning, budget development and performance management. Planning milestones for PBS are:
